(1) It shall not be lawful to import into Saorstát Eireann any therapeutic substance to which this Act applies unless—
(a) such substance is consigned to a person who is the holder of a research licence for the time being in force to import such substance, or
(b) such substance is consigned to a person who is the holder of an import licence for the time being in force to import such substance and such substance is imported from the manufacturer specified in such licence.
(2) Every person who acts in contravention of this section shall be guilty of an offence under this Act.

I move amendment No. 1:
In page 5 before Section 11 to insert a new section as follows:—
The Minister may, at any time, if [2075] he so thinks proper, grant a permit (in this Act referred to as an import permit) to any registered medical practitioner to import within a specified time and subject to such other conditions (if any) as the Minister may think fit to impose and may specify in such permit a specified quantity of a therapeutic substance to which this Act applies.
The intention of this amendment is to secure that, in case of emergency, if a medical practitioner required for a particular case any of the substances to which this Bill applies, and which were not in stock, he will be enabled to get a permit to import the substance and so meet the emergency.
In sub-section (1), page 5, to delete the words “consigned to” where they occur in lines 23 and 26, and to substitute in both places the words “imported by.”
This is merely a verbal amendment.
In sub-section (1), page 5, to insert at the end of paragraph (b) the following:—
(c) such substance is imported by a person who is the holder of an import permit for the time being in force to import such substance and such substance is imported in accordance with such permit.
This amendment is consequential on amendment No. 1.
Section 11 as amended agreed to.
Sections 12 to 21 and the Schedule agreed to.
