The following Messages have been received from Seanad Éireann:—
Seanad Éireann has passed the Children (Amendment) Bill, 1949, without amendment.
Seanad Éireann has passed the Central Fund Bill, 1949, without recommendation.
Mr. Aiken:
On a question of personal explanation, I should like to know whether the Chair holds that criticism of a member of the House or of the Government of a description of himself in an election address can be held to be a personal attack.
An Ceann Comhairle:
I do not know that I am an authority on such matters or that my opinion would be worth any more than the Deputy's, or any other Deputy's, beyond the fact that when a question of that nature arises, not hypothetically but in a specific case, the Chair has to judge and does so.
Mr. Aiken:
Beforehand it cannot be ruled as a personal attack.
