Mr. Moloney:
asked the Minister for Local Government if, in view of the hardship created by the present qualifying period of 12 months for claims for adult workmen under Section 8 of the Rates on Agricultural Land (Relief) Act, 1939, he will consider introducing amending legislation to provide proportionate allowances for employment periods of, say, ten or 11 months.
Minister for Local Government (Mr. Smith):
The object of the employment allowance is to encourage farmers to retain their workmen in constant employment on the land throughout the year. It would be inconsistent with that object to introduce legislation on the lines suggested by the Deputy.
