An Tánaiste:
It is proposed to take Business in the following order: Nos. 5, 6, 7, 2, 3 and 1. It is not proposed to interrupt Public Business to take Private Deputies' business. It is proposed to call on the Minister for Finance to conclude on the Vote on Account at 9.15 p.m. and that the House will divide at 10.15 p.m. It is also proposed that the House sit until the conclusion of the Business, but not later than 12 midnight.
Mr. Cosgrave:
Is it then proposed to adjourn until 8th April?
Mr. McQuillan:
May I ask the Tánaiste whether he is prepared to make special time available for the discussion of the motion which was circulated last night in relation to the Rockingham estate?
An Tánaiste:
I am not prepared to [964] make Government time available for that.
Mr. McQuillan:
Could the Tánaiste indicate whether it will be possible to discuss this matter prior to the recess? May I put it this way: I do not want to embarrass the Government, but this is a very important matter. Will it be possible to have the motion taken in conjunction with the Supplementary Estimate for Lands which will be taken to-night?
An Ceann Comhairle:
It is not the same subject matter as that contained in the Supplementary Estimate.
Mr. McQuillan:
It has a bearing in connection with the amount of money and the purpose for which it is being supplied.
An Ceann Comhairle:
The Chair has ruled quite definitely that it has no bearing whatever on the Supplementary Estimate.
[965]Mr. McQuillan:
I shall not dispute your ruling. All I am anxious to ensure is that time will be made available for a discussion of this matter.
An Ceann Comhairle:
That is a matter for general agreement outside the House.
Mr. McQuillan:
I gave notice to you to-day, Sir, and also to the Government in relation to time being made available so that I could get information now. I am not taking them unawares.
An Ceann Comhairle:
I have nothing to say. It is a matter for the Government.
Mr. McQuillan:
May I ask the Tánaiste if he is prepared to co-operate and make time available to have this important matter discussed?
An Tánaiste:
It is not proposed to make time available for a discussion of this matter.
Mr. McQuillan:
I am afraid we shall have to take this up somewhere else then, because this estate will be sold——
An Ceann Comhairle:
The Tánaiste has said he is not prepared to give Government time, so I cannot help the Deputy in the matter.
Mr. McQuillan:
Am I to take it I am precluded from raising this matter on the Supplementary Estimate tonight?
An Ceann Comhairle:
I have told the Deputy that it does not relevantly arise on the Supplementary Estimate.
Mr. McQuillan:
Do the Government and the Ceann Comhairle not realise that it may be too late to deal with the matter——
An Ceann Comhairle:
I have nothing to do with it. I am merely stating, on a matter of order, that the question the Deputy proposes to raise does not relevantly arise on the Supplementary Estimate. I propose now to proceed with the Order of Business.
Mr. McQuillan:
I do not dispute [966] your ruling. Will it be possible to have the Estimate for Lands taken early this year, so that the matter may be dealt with?
An Tánaiste:
The Estimate for Lands will be taken quite early after the recess.
