I do not think the Deputy should relate his remarks to individuals.
The Deputy is entitled to refer to it in a general way but the Chair felt that the Deputy was coming very close to naming an individual.
It is not in order to criticise, in this House, individuals who are unable to reply for themselves.
If the Deputy addressed the Chair we would, perhaps, have less of these interruptions. (Interruptions.)

The Deputy will please resume his seat. Deputies have had a good innings and should allow the Minister to reply without interruptions.
The Minister has agreed to limit his concluding speech and Deputies should allow him to make it without interruption.
