Charities Bill, 1971: Report and Final Stages.

This Seanad Bill has been amended in the Dáil. Under Article 20 of the Constitution, having been amended here, it will be sent back to Seanad Éireann as a Dáil Bill.

Ministers and Secretaries (Amendment) Bill, 1973: Second Stage.

Committee on Finance. - Vote 34: Lands (Resumed).

The Deputy will appreciate that the commissioners are in the same position as a court.

That is a matter that would require legislation and, as the Deputy is aware, he should not advocate legislation on an Estimate.

The position is that it is matters of administration of the Department which are being reviewed at the moment by the House.

What the Chair is concerned about is the position of the individual commissioners as such in their capacity as being in the nature of a court.

There is a procedure in this House if people are identifiable. In this case they are identifiable and the Deputy should not engage in either praise or criticism of them.

The Chair would like to appeal to the Deputy not to speak either in praise or blame of identifiable people.
