Mr. Yates:
asked the Minister for Health if all purchasing in the health sector of non-medical supplies has reference information to general purchasing terms; and if he will make a statement on the matter.
Minister for Health (Dr. O'Hanlon):
Most health agencies, particularly where substantial volumes are required, purchase non-medical supplies such as foodstuffs, etc. through competitive tendering, the documentation for which would specify the relevant conditions and trading terms.
[351] To assist health agencies in their tendering and contractual arrangements with suppliers, my Department provides a regular flow of support information to them on the best prices being obtained and on opportunities for product substitution.
My Department are at present, with the assistance of the Health Supplies Advisory Committee, always examining purchasing procedures in general to determine how their efficiency can be improved.
