17. Mr. Ferris asked the Minister for Industry and Commerce the number of persons employed in IDA assisted enterprise development projects at the end of 1989; and if he will make a statement on the matter.
27. Mr. Ferris asked the Minister for Industry and Commerce if he is reviewing the enterprise development programme; if he is satisfied with the contribution of the programme to developing an indigenous technological base in Ireland; and if he will make a statement on the matter.
I am satisfied with the contribution of the enterprise development programme to industrial policy objectives. The programme has been especially designed to encourage middle and senior managers and professional people in private industry and in the public service to set up their own businesses.
Arising from an internal review of the programme by the IDA in 1987 its objectives have been refined. The key elements of the revised strategy are the concentration of resources on increasing the number of internationally trading “star” companies emerging from the programme and the taking of State equity in all start-ups. Particular attention is now being given to the development of new businesses by tapping into the skills and resources available in the academic community.
