  192.  Mr. Garland      asked the Minister for the Environment      if he will reply to Deputy Garland's letter of 10 January 1990 to the Taoiseach concerning the matter of local authorities and untreated sewage discharge; and if he will make a statement on the matter.

Minister for the Environment (Mr. Flynn):    I wrote to the Deputy on 29 January 1990 in response to two letters to me on this matter. My letter indicated the current legislative and administrative position which applied to the matter. I am now pleased to add that the EC Council of Environment Ministers, at its meeting on 22 March 1990, adopted a Council Directive on the freedom of access to information on the environment. I would refer the Deputy to my response to question No. 3 of 26 April 1990 in connection with the proposed arrangements to give effect to that directive in Ireland and my policy on public access to environmental information.
