the plans, if any, there are to construct a by-pass at Callan, County Kilkenny.

On 5 July, 1990, my Department approved preliminary design proposals submitted by Kilkenny County Council for a by-pass at Callan
The phasing of major road improvement schemes in the period 1990 to 1993 has been considered in the context of the operational programme for roads and other transport infrastructure, which has been submitted to the EC Commission. Pending the Commission's decision on the programme, it is not proposed to indicate the major schemes on which work will be undertaken in the period to 1993.

Minister for the Environment (Mr. Flynn):
Kildare County Council have proposals for the construction of a new road and bridge at Athy to take traffic out of the town centre. These proposals are at a preliminary stage.

when work will commence on the proposed dual carriageway between Naas and Kilcullen, County Kildare; and when the work will be completed.
Minister for the Environment (Mr. Flynn):
I presume that the Deputy is [1942] referring to the proposed Newbridge-Kil-cullen by-pass scheme.
The civil engineering works involved will be undertaken in two main contracts. Last month, approval was issued to a proposal from Kildare County Council to appoint a contractor for the first of these contracts. The timing of the commencement of work under this contract is now a matter for settlement between the local authority and the contractor. It is expected, however, that work will start within the next two months.
I understand that the local authority expect to be in a position to submit for approval a final set of contract documents for the remainder of the scheme, including the Kilcullen by-pass, later this month. The overall scheme will take about three years to complete.
