Byrne   asked the Minister for the Environment  Information on Pádraig Flynn  Zoom on Pádraig Flynn   the reason he will not allow local authorities advance loans under the home improvements loan scheme to tenant purchasers who wish to install central heating; and the reason this form of house improvement is classified as being ineligible because it falls into a luxury bracket.
