That leave be granted to introduce a Bill entitled an Act to provide for the Declaration on the Rights of Mentally Retarded Persons, adopted by the General Assembly of the United Nations on September 20th 1971, to become part of the domestic law of the State, for the interpretation of the laws of the State in accordance with the provisions of that Declaration, to abolish and repeal certain rules of law and enactments inconsistent with the provisions of that Declaration, and to provide for a right of action against the State in cases of failure to comply with such provisions.
