Mr. Barry
asked the
Minister for the Environment
if he intends to introduce regulations under EC Directive 91/157 on batteries and accumulators containing dangerous substances; the marketing of these and the way in which they are collected and disposed of.
Minister of State at the Department of the Environment (Mr. Browne,:
Wexford): The European Communities (Dangerous Substances and Preparations) (Marketing and Use) Regulations, 1994 (S.I. No. 79 of 1994), which were made by the Minister for Enterprise and Employment on 6 April 1994, give effect, inter alia, to certain provisions of Council Directive 91/157/EEC concerning the marking and marketing of [799] batteries and accumulators. I will make further regulations very shortly to require spent batteries and accumulators should be readily removable from appliances, so as to facilitate their segregation from normal waste streams. Proposals are being developed for measures to secure the separate collection of spent batteries and accumulators, with a view to their recovery or safe disposal.
