Minister for the Environment
the present position regarding toxic waste disposal; his views on whether a toxic waste facility is necessary; the consultation that will take place; and if he will make a statement on the matter.

Minister for the Environment (Mr. Howlin):
It has already been determined, following a full review, that Government assistance will not be provided for a contract hazardous waste incineration facility.
However, the solid waste management sub-programme of the Operational Programme for Environmental [2149] Services 1994-1999 provides for cofinanced investment of some £10 million in other hazardous waste infrastructure. Grant assistance for specific proposals will be considered when the Environmental Protection Agency has prepared a national waste management plan — which will involve public consultation — as envisaged by the Waste Bill, 1995.
