Mr. Farrelly asked the Minister for Social, Community and Family Affairs if he or Ministers of State at his Department have appointed a programme manager or a special adviser or both; if so, the salary paid to them; the terms of their contracts; and if he will make a statement on the matter. Minister for Social, Community and Family Affairs (Mr. D. Ahern): I have appointed a special adviser at a salary which is provisionally set at £ 36,757 per annum. The precise details of the contract, including the salary, have not yet been finalised but these will be in accordance with the standard terms of these appointments which are determined by the Department of Finance.

Mr. Durkan asked the Minister for Social, Community and Family Affairs the number of non-established civil servants employed in his Department and by the Ministers of State at his Department; their status and function; the costs in terms of salary or consultancy fees; and if he will make a statement on the matter. Minister for Social, Community and Family Affairs (Mr. D. Ahern): It is assumed that the information sought by the Deputy refers only to those non-established civil servants employed in the offices of Ministers and Ministers of State.
Both the personal assistant and the personal secretary are now paid out of the Vote for the Department of Social, Community and Family Affairs, having previously, prior to my appointment, been employed as Dáil secretaries, with the consequent saving to the Vote of the Houses of the Oireachtas in each case. The net annual cost to the Exchequer is £ 2,144 and £ 2,154 respectively. All three people are employed for not longer than the duration of my tenure as Minister.
It is not my intention to appoint a programme manager, with a consequent saving of approximately £ 46,000, nor do I propose to replace the policy unit made up of five persons as was previously  present in my Department with a consequent annual saving of approximately £ 94,000.
