the obligations of States to surrender persons suspected of involvement in the terrorist attack of 11 September 2001.

Minister for Foreign Affairs (Mr. Cowen):
UN Security Council Resolution 1368, which is binding on all States under Article 25 of the UN Charter, calls on all States to work together urgently to bring to justice the perpetrators, organisers and sponsors of these terrorist attacks and stresses that those responsible for aiding, supporting or harbouring the perpetrators, organisers and sponsors of these acts will be held accountable. In the case of Ireland, extradition is a matter provided for under the Extradition Acts, 1965, to 1994. The law has not changed since 11 September. Interpretation of the law on extradition is a matter for the courts. Since the events of 11 September, and in the context of its global response to combating the scourge of terrorism, the European Union has been examining a proposal to establish a European arrest warrant. Work on this complex issue takes place within the framework of the justice and home affairs pillar, where Ireland is represented by the Minister for Justice, Equality and Law Reform.
