the position regarding proposals to base the European Network and Information Security Agency at the digital hub in Dublin; and if he will make a statement on the matter.

Minister for Communications, Marine and Natural Resources (Mr. D. Ahern):
The Council of Ministers formally agreed the formation of ENISA on 19 November 2003. It is expected that the agency will come into existence in the first half of 2004. The Commission had proposed that the agency be established on a temporary basis in Brussels, pending the final decision on the permanent location of the agency. At the meeting of the European Council held in Brussels on 13 December last, the seat of a number of European Union agencies was decided. As part of this, it was decided that the European Network and Information Security Agency shall have its seat in the location in Greece to be decided by the Greek Government.
