Mr. Lanigan:
It is proposed to resume Committee Stage at 8 p.m.
Mr. McMahon:
Is this a further change?
An Leas-Chathaoirleach: In accordance with the order of the House earlier today, item No. 3 is to be taken now and shall conclude at 8 o'clock. The Chair would like to point out that it has been agreed by the Whips that each speaker shall have ten minutes except the concluding speaker who has 15 minutes to reply.
Mr. McMahon:
On a point of order, is this a further amendment to the Order of Business?
An Leas-Chathaoirleach: No, it is what has already been agreed by the Whips.
Mr. McMahon:
I understood that this item was not to be taken until 6.30 p.m.
Mr. W. Ryan:
We agreed with the leader of the Fine Gael group — and I think Senator Bulbulia was present——
[2770]An Leas-Chathaoirleach: The House agreed to it, it is an order of the House.
Mr. McMahon:
I understand, though I was not aware of this when there was a misunderstanding here about an hour or so ago, the Order of Business is different from what is now proposed.
An Leas-Chathaoirleach: The House has agreed to the amendment I have read out — that we now take Private Members' Business and that we resume the Restrictive Practices (Amendment) Bill at 8 o'clock.
Mr. McMahon:
That was agreed now?
An Leas-Chathaoirleach: No, it was agreed by an order of the House earlier.
Mr. Lanigan:
This interruption is unwarranted. There was an agreement made at 4.45 p.m. between the Whips, the Leader of the Opposition and myself that we would start this motion at 6 o'clock. Unfortunately, we cannot do anything about the order of the business so far as the other side of the House is concerned.
